As part of an effort to ease California’s prison overcrowding, some inmates who would have previously gone to state prison are going to county jails, and other inmates who served their time behind bars are getting probation, instead of parole supervision.
It’s moved a lot of responsibility to the local level, on jurisdictions like Ventura, and Santa Barbara Counties.
How to keep people from reoffending, and ending up behind bars again was the focus of a summit in Ventura County yesterday.
