Caltrans has released its draft environmental impact report for planned new carpool lanes to reduce congestion on 101 Freeway between Santa Barbara, and Carpinteria.
The EIR is for an 11 mile stretch of the 101 from just north of Salinas Street, in Santa Barbara to Bailard Avenue in Carpinteria.
The report says Carpinteria and Santa Barbara will have to amend their local coastal plans for the project, and that there will be some adverse visual impacts.
But, it says the additional lanes will encourage the use of carpools, and public transit while reducing congestion on the 101.
The HOV lanes would be open to carpools, and public transit vehicles during the morning and afternoon commutes, and to all traffic during off peak hours.
Caltrans will have the first of two public meetings to review the plan at 5 p.m. April 24th, at the Montecito Country Club.
