DA’s Office Declines To File Charges Against Ventura City Councilman

The Ventura County District Attorney’s Office declined to file battery charges against a Ventura City Councilman accused of shouting obscenities at a man, and then pushing him and his wife.

There was a dispute over the replacement of some flags on the Ventura Pier over the Fourth of July weekend.  It led to an altercation between Paul and Roberta Bramson, and City Councilman James Monahan at the Ventura City Corps offices.  The Bramsons claimed the councilman shoted obscenities at them, and then pushed them.  The councilman told police that he grabbed a flag from Paul Bramson, but didn’t otherwise touch them.

The DA’s Office says seven witnesses presenting conflicting accounts of what occured, and as a result, prosecutors declined to file charges,
