Legislative Analyst Critiques Budget Proposal

Posted on Friday, May 20, 2011 9:52am

California’s legislative analyst is weighing in on Governor Brown’s newest budget proposal. The analyst says Brown’s budget has a lot going for it – but it also contains a big unknown.

Mac Taylor says there’s a lot to praise in Brown’s May revised budget. He says the revenue projections are reasonable and the focus on paying down debt is smart. But he says the Governor’s plan to hold a fall election to ask voters to extend tax increases could create problems.

“It’s obviously helpful to provide as much certainty as you can and this speaks not only to the state, but the schools and counties,” Taylor says. “I think everyone would agree that if you could do this without going through the voters, that’s the best way, because you’d know at the start of the year, the resources you’d have available to you.”

Taylor thinks if an election is to be held, then the end of the fiscal year would be a better time – possibly next spring. He says that way schools and counties can better plan.
